WASHINGTON - Personal bankruptcy filings climbed last month to their highest level since 2005, when Congress enacted laws aimed at discouraging such filings, and experts predicted more than a million Americans will seek bankruptcy protection this year.

Legislation proposed by House Democrats to help about half a million homeowners avoid foreclosure could also result in 500,000 additional personal bankruptcy filings over the next two years, some experts say.
